Mongolia to Yuan
I'm trying to form Great Yuan as Mongolia; I've fulfilled all conditions save for one: I need to be at empire rank. I see no option to change from Horde to Empire. Will the Reform Government option just below the Form Great Yuan option do it? I have none of the expansion DLCs. Can Someone please help?

No, nor can I ever become emperor of China, as I can't get the Mandate of Heaven. I will repeat again as you clearly didn't read the full post. I have NONE of the expansion DLC.

Do you have 1000 development? If so, you may need to reform the government in order to become an empire. I am not 100% sure though, as I am at work. But knowing how much development you have would be a good start.

It look like instead of Duchy, Kingdom, Empire; hordes go Horde, Khanate, Khaganate. If you navigate to the Government Tab (2nd one across the top) there should be a little crown that you can click that will rank up your government.

You need 1000 dev and 75 prestige to upgrade to empire - not sure if you need to reform for that or not.

I have the prestige but not the dev and if that is all that I'm missing then it shouldn't be too hard with all these smaller nations breaking off from Ming. But I feel like the rank up is from the Common Sense DLC that I don't have.

Fairly sure without Common Sense you upgrade to Empire rank and cultural union automatically once you reach 1k development, CS just adds button to do it when you feel is best time.

Well I now have over 1k dev and 96 prestige but I still can't form Great Yuan as I'm still only at kingdom rank with no option to upgrade to empire rank. So unless there's something I'm not seeing it's impossible to form Great Yuan as Mongolia without the Common Sense DLC.

You could form a nation that gives empire rank and then switch to a nation that allows forming Yuan.

Without CS you can change your Government Rank through nation formations.
Formable empires (without knowing if the formation is possible without one DLC/the formation requires government type you do not have etc) in the wider (for a wide meaning of "wide") are Golden Horde, Persia, Persia, Bharat, Hindustan, Mughals, Quing.

For all of them you need to change culture (maybe with exception Golden Horde) and sometimes religion.
Mughals and Qing are forbidden to form Yuan, so you need a step between (Shan, Tibet, ...).

For forming Yuan you need to change back your culture, but that seems the only way to become an empire.

Without knowing your current situation possible easier switches may be:
Mongolia -> Japan -> Yuan (only requires culture shift to Japanese and back)
Mongolia -> Golden Horde -> Yuan (if you are Steppe Nomads government, culture shift to Tatar and back)

Didn’t realize you needed dlc for upgrading gov rank. That’s unfortunate. With that said, forming Yuan was purely made into the game with Mandate of Heaven mechanics in mind. Anyway it’s better in my opinion to just not do so and just stay as a horde and continue playing as Mongolia. Also if you want the full experience as a horde you really do need at least Cossacks I don’t know how you play as a horde anymore with horde unity being a thing and not being able to raze provinces. Also do yourself a favor and play with Art of War at the very least it just makes warfare smoother since you don’t have to worry about being he first two every province in a war that has others involved that way you can always get occupations transferred to you. There’s just no way I could ever play this game without that feature it’s too much of a headache. I also wish that expansion was permanently free or at least heavily discounted considering it’s been years since it was released and everyone finds it to be the most useful of additional content for the game.

I know Cossacks adds the ability to culture convert a province to any neighbouring culture which is helpful for culture shifting but does it realy prevent you from culture shifting by other means?
I.e. Make states only in areas with your wanted culture by unstating or creating vassals?

I have no idea. I never did culture shifts in my before DLCs time

Unstate enough of your land so that you’re able to state land of a culture you want to shift to. Mind you you do not have to full core anything you just create the state and you can unstate it once you have shifted. It’s how forming Yuan as Ming is possible.

Ming > Mughals > Manchu > Shan > Yuan is the route FYI. Find out the requirements for them to be able to do and voila you will have the quickest Yuan formation ever if that’s what you’re trying to do.

And since Yuan has cheaper coring cost recoring your original states won’t be too much of a pain it does however mean you will not be expanding for a while since you will want to get those full cores back. The recoring is also why you would want to have the first two ideas in Admin Ideas unlocked as well. Also if you’re going to do that I would recommend waiting brick you have enough admin and diplo points saved up to do all of it all at the same time that way you can take advantage of the free claims from forming Mughals as well as the claims and cores you get from forming Manchu. So it would probably be best if you have near the cap limit amount of admin as well as diplo points to do all of this in time to also take advantage of the free claims you get while they last. Because those claims are no longer permanent if you tag switch. Also, tag switching means you lose all of the Mandate reforms if you’re using MoH dlc so keep that in mind as well.
