Also there are two policies (I think Innovative/Offensive and Religious/Quality) and several National Ideas with +10%.
Army Professionalism also gives +20% when maxed, Army Tradition +5%.
There also are events and a leader trait.
That (and spy network) are all sources I can think of at the moment.
Well, I don't have Mandate yet but the improvement happens. I was fight Burgundy with puny Siege Ability, and after the TankFist's tip I created a Spy Network there and my Ability raised...
Ok, Army professionalism and some Military Ideas can help a lot, really. And a good General too. I still don't get why EU4 allow so few leaders. 2 or 3 Leaders is too few, in my opinion.
Lucky nations get a bonus to siege ability as well. So mostly the big countries in the world.

With that said you want siege ability? Release and play as Smolensk. They have a cannon on their flag so naturally their artillery is absolutely the best around and their siege ability capabilities are God-tier. I think siege ability has been slightly nerfed but in the past you could get siege ability with them high enough that each siege tick takes less than a week. Meaning all sieges will likely finish within months, more than average less than that time which means you can occupy tons of land in such a small amount of that that the AI wouldn’t be able to beat your timing for a single occupation while you occupy all of their forts.
Of course spy networks is part of the basegame. New mission-system aside that hands out claims like candy, how else would you get claim for war? Minor nations would always be stuck aside from random events since they dont have fancy missions yet (except irish minors, because special I guess)
