Humanism you can do if you want, but it is by no means necessary for you. Humanism is good for nations that want to expand without worrying about mass rebels and religion, very good for Mongolia and Ottomans.
Innovative is a bit overkill as a european nation imo, administrative is alot better for saving points if you are conquering alot.
But both ideas are for countries who will conquer a lot. Religous is best taken early because you will get an CB agains every other religion that borders you (of course at the begin in the west, middle Europe everyone is Catholic so it's useless). Religius works well with the orthodox faith. They always border other religions and they really profit from this idea.
In HRE I would take administrative, even you you won't conquest a lot, this idea pay for itself very fast.
