I have already considered all of that and what might now be the reason is that i spend my diplomatic points on turning hungaria in super croatia which could have throttled my military.
Unless you are dumping mill points into harsh treatment, or into military ideas, you should be able to keep up with mill tech. Spending diplo points on culture switch wont render your ability to spend mill points on tech.
The video explains, why even 1 lvl difference is significant! It shows some crazy scenarios, where one nation spent a lot more mill points, but on ideas, while an other nation spent his points on tech (and lot less points), and had a vastly superior army.
You want to space them out. Like get a idea or two. Then save it up for mil tech. Then get a cpl more till the next tech arrives. Dont forget about institutions. As they will greatly increase your tech cost if you dont get them.
