I allied with uzbek and nogai straight away. Then lithuania when i got big enough. Keep an eye on arabia, easy vassals there and you can do reconquest wars if you get a vassal whos been attacked like i did (haasa).
Dont worry if qq or the guy below you vassal (where iraq is), i had them at 70+ agressive expansion. Same with the sistan etc. They dont seem to care too much about their neighbours lol. Good thing there are alot of religions in your area.
(Btw convert to shia at some stage so you can get the persian events).
Edit. I think they was i formed persia was i took the prov below the inland lake you need. Then the rest off the tims in 1 war when they had their vassals break.
Forming persia reforms the goverment so you wont need to after you take it. My main problem was the alliancws between trans/sistan/fars/afghans. Had to keep waitin for uzbek to be able to join the wars for extra help. Nogai is essentially worthless after awhile. Russia will attack them. And they kept going to afraid of me so wouldnt join my wars. I just kept them inase ottos attacked till i could ally lithuania.
