Scutaged Vassals and AI

Playing as England. If I release Normandy as a vassal and give them Maine, then set them to scutage, can the AI still declare on them?

I mean, if a vassal can't be called into your wars and they can't directly make diplomatic relations, will other AI nations be able to declare on you/them even if they aren't in the war? How does this work?

I think it only means offensive wars.

I believe that maine needs to be in English hands to fire the surrender of maine. But their core can stil be warrred for., but then you are defending instead of attacking. Making your allies join in the war.

Doesn't matter if they are scutaged or not, if they get declared on, you are the main defender

Can you guys describe the benefits of Scutaging? I'm new to the game and getting a feel for Muscovy at the moment.

It means that you can milk more money out of your vassals but in exchange they won't be called into wars. Maybe useful if the vassal is somewhere where it can't properly help you or if it's just that tiny compared to you and your enemies.
