The more likely scenario is that the war score is not high enough for France to get all they want while meeting any commitment to give their allies lands. Also, 74% isn't enough for the 100% war score peace deal the ai always seeks in that sort of war.
In that situation you should land on Denmark to get some war score against them so France can get them out of the war. Being completely unoccupied or otherwise affected by the war means they have no reason to get out (in the mind of the ai). That would allow France their 100% peace deal pretty quickly...
And one of the many problems is seen in your pic: War leader is 100% sieged down, yet they dont ♥♥♥♥♥♥♥ want to peace out because the secondary nations arent and therefore the warscore isnt close enough to 100%. Heck, sometimes they even get 99% but dont want to ♥♥♥♥♥♥♥ end the war because of secondary nations...
But is the problem the defender holding out from giving a 100% peace deal because their side isn't 100% beaten or the attacker trying to insist on that 100% deal? It's a problem, undoubtedly, but not one with a clear-cut solution.
I cant be certain, in this specific case i think tho its that the AI wants to peace out all secondary participants first before actually ending the war.
Therefore, if they cant be peaced out for some reason (usually the case for Denmark since they have inland sea + galley advantage) the war just drags on forever.
And as one can see in those pics as an example, France doesnt want a simple white peace with the secondary participant.
I don't personally remember having 95+ warscore while occupying the warleader completely and not being able to get a 100peace deal without being sieged up myself or having a "currently fighting" malus.
I think the major issue is the AI not focussing heavily enough on peacing out secondary participants for 25-35warscore range peace deals. It leads AI to be stuck in costly wars way too long making it annoying to fight with them, and easily exploitative for the player to break alliances cause 3years of standstill at 70warscore has now left the "winning" AI warleader with 7 loans 0 manpower and 6 war exhaustion and being utterly unwilling to defend its allies.... But hey, they won.... Right?
