The constitution of India states , "Article 1(1): "India, that is Bharat, shall be a Union of States.". That would indicate that forming Bharat would be the equivalent of forming India.
As for the AIs chances of success in forming either of these empires. It is uncommon but possible to see a unified India if the player chooses not interfere. Generally one of the nations will get a good path of conquest going as the Indian mission trees give claims in all areas needed to form the empires.
(A bit similar to e.g. Spain/Russia vs Germany/Scandinavia)
