Can you form India
There's tons of formable nations but I've never heard or seen India united and called India, is it possible if you control all of the Indian sub contitent as an Indian nation to form India?

There are Empire tags for both Indian religions (Bharat) and Muslim nations (Hindustan). Both these nations require most of the Indian subcontinent to be controlled and for the most part represent a united India.

The constitution of India states , "Article 1(1): "India, that is Bharat, shall be a Union of States.". That would indicate that forming Bharat would be the equivalent of forming India.

As for the AIs chances of success in forming either of these empires. It is uncommon but possible to see a unified India if the player chooses not interfere. Generally one of the nations will get a good path of conquest going as the Indian mission trees give claims in all areas needed to form the empires.

Would Mughals also count?

I would count Mughals as one of the "big" formable nations in India but unlike Hindustan and Bharat it can be formed early and encourages conquering India whereas Hindustan and Dharat require you to already control much of India and are more of "lategame formables".
(A bit similar to e.g. Spain/Russia vs Germany/Scandinavia)
