Best Portuguese Naval Doctrine?
My initial guess would be merchant navy since the bonus for Portuguese marines seems to be lackluster at best. Opinions?

My one Portugal run failed miserably so don't take my advice :) However I usually take Fleet in Being so I can afford more heavies.

You might not need heavies if you're still allied with England, so in that case trade power so you can dominate the Sevilla trade node. Castile is stealing your money.

Fleet in being is pretty much always the correct answer in my opinion.

Ok I didn't look at the bonus for that one I was going off the military definition so I was like "a naval power wouldn't want to have a fleet in being doctrine!"
