Burgundy in the HRE
So I'd like to join HRE as Burgundy because in that way I can expand into it without having Austria costantly killing me. Is that possible?

You have three options:
- Get smaller (Burgundy and its subjects are probably too big to join (not tested)) and do everything to improve relations with Emperor
- Become Emperor yourself
- Dismantle the Empire

Best bet is probably to become Emperor. Butter up the electors, maybe see if you can get 2-3 of them under PU or vassalage. You may be able to force some of the OPM electors into wars by targeting their non-HRE allies, and then forcing vassalization on them in the peace. The Emperor isn't inclined to let large nations into the Empire, and if you can dismantle the Empire you're probably too powerful to care about Imperial AE anyway.

You have to become much smaller, do vassals count in the development ratio? Cause maybe I could let Nevers go. Anyway it's pretty awful because I have claims on both Savoie and Liege (by missions) but I cannot use them because Austria is gonna fak me up if I try to. The only reasonable targets are France and England

Become Netherlands. Sets your capital to Holland and moves you into the Empire. Extra double triple lol if you annex France before that so you get to keep all your French culture provinces, too.

The first part does not work: Forming Netherlands removes all your provinces from the HRE (unless you are Elector or Emperor). So you cannot use the formation to move your capital into the Empire.

Subjects do count.

If you have Cossacks DLC and you want single non-Capital provinces from HRE members you can check if you can get those by Threatening War.

You could also invade France and then immediately apologize to them for doing such a thing by immediately surrendering to them by offering them ALL of your NON-HRE provinces in a peace deal including your capital, which will then move your capital to a province within the HRE automatically adding you to the empire.

you can sell one or two provinces to someone who wants them (Not France thou - Them gonna die die after you know...) ;)
