Papal States Keeps Taking Back Rome
Whatever nation I play that captures Rome, the Papal States instantly takes it back a few months later. No pop-up window asking me if I want to return Rome to the Papacy ever comes back. They just end up taking the city and establish a white peace with me. I've even had this problem in the extended timeline mod where both modern Italy and Ancient Rome ceded Rome to the Papacy without a choice. Is there anyway to remove this bug or to stop this from happening?

This does not happen in the game without mods. Or has never happened to me anyway. In the dozen or so times I have taken Rome, I always had the choice to refuse giving it back. Every single time without exception.

It does cause an annoying malus, though, when you refuse.

Even when I play without mods the papacy always takes Rome back. When I first started playing this game I used to get the chance to give it back, but that decision doesn't come up anymore. Now the game let's me keep the province for a few years until it just gives it back to the pope.

Almost certainly a mod issue. The AI normally gives Rome back. But if Rome is taken by a human and refuses to return it, Papal State will reappear in an AI controlled province somewhere in the HRE.

The game sort of thinks you are an AI player.

So I deleted all my mods, uninstalled europa universalis from my computer, deleted all my game files, and did a fresh restart of steam and the glitch keeps happening. Any other advice?

Your game is not modless if that happens. That could only happen if the event fires to some other nation than yours and that nation decides to give the province back. You have messed up something when you tried to get rid of the mods.

Here's the trigger part of that event:
trigger = { papacy_active = yes owns = 118 # Rome normal_or_historical_nations = yes religion = catholic NOT = { tag = PAP } NOT = { tag = ROM } NOT = { exists = ITA } NOT = { has_country_flag = no_support } }

The event can happen to a nation which fulfills all those requirements. The nation must own Rome, must be catholic, can't be Papal State/Rome, Italy doesn't exist as a nation and must not have declined the event in the past. If it happens to some nation which doesn't fulfill those requirements then the event is modified in some way.

After a recent patch the mod folder was moved to C:\Users\[your username]\Documents\Paradox Interactive\Europa Universalis IV\mod. Go there and make sure that it's empty. Replace the "[your username]" with your own username.

Hi @Jouni where could I replace the [your username] with my username and also where could I find the file with the triggered events file as for some reason the events folder isn't popping up in the C:\Users\Documents\Paradox Interactive\Europa Universalis IV folders?

Also this keeps happening with Portugal's control of Goa in India for some reason. There's no popup or event window, just whenever I take the province, Portugal gets it back the next day.

So you found your way to the eu4 folder under your Documents folder? There's a folder called "mod" in there. Remove any stuff you find in it. All mod files that are loaded into the game are in there.

The events folder is wherever your game is installed. You can get there from your game's Steam properties. There's also an events folder inside every mod that modifies events. Files in them replace default events if they conflict with each other.

There's an is_triggered_only event(flavor_por.11) which gives Goa to Portugal but it can only take the province away if it's controlled by an AI nation. Of course mods can change that.
