Paper gets more expensive at one point and I believe gems and glass go lower in the end. Silk stays the same I guess.
In some cases, you could develop a lower one because you are able to get the production/trade bonus (like cotton for instance) since eventually money you will have plenty off.
Vaysha estate loyal (60%) = -20% development cost in provinces they own (NOT national modifier)
Besides that its best to do in farmland. Clothes give another bonus to cost.
Gems go down to 3 pretty fast, Paper first goes up but a bit down later on.
Cloth doesnt go up much and it takes quite a while but gives -10% development cost. Same with cotton, just that it gives more later on.
Besides that paper and silk have the highest prices
Use the search function to get all events for the trade goods in question.
However, as said, choosing a province to develop just based on its trade good is probably not worth it.
You want a province with Development cost reduction (Farmland, Center of Trade, State with Prosperity, ...). Cloth and Cotton also give dev cost reduction.
