Best nation to form Italy?
Should I go Milan for the Ambrosian Republic boosts? Or maybe Savoy for historical accuracy?
Maybe Naples so I can secure Sicily allowing me to expand into North Africa?
Florence because....iunno?

Try Savoy just for history's sake.

I did try once and I even managed to form Sardinia Piedmont
The closest I ever got to forming Italy was a Florence run where I managed to form Tuscany and I had only a few provinces left I needed to grab
and then I fell under PU.....under France.....

To answer your question, without a doubt Milan is the best nation to form Italy. A very close second would be Florence

Did it as Milan. Zero issues

Meh, just restart until Austria doesn't hate you and join the HRE, no cheating/exploiting required...

20 stated provinces, if you go past that you start bleeding republican tradition and end up reforming into a monarchy...which will happen when you form Italy anyway.

Aragon is pretty good for it. Austria works too and it's nice if you can get Hungary in your Italy too.

definitely Athens

My personal favourite is Venice. You can split your AE everywhere right off the bat and can cripple the Ottomans by taking Constantinople before them. Not being in the HRE at start isn't as bad as some might think.

In my opinion, Savoy is the easiest due to it's power compared to other candidates for forming Italy.

Milan is probably the fastest. But Savoy can normally get better allies

Wait for the next patch, You are going to have a lot of new missions that makes different ittalies if you start as someone else.
As of now, forming italy is just that: forming a nation with very good ideas.
