I am playing in the latest version.
And I can't make the state of Mexico because I don't have Mexico. One of my colonies do, but not me.
I don't know about SILICA IN SOCIETY's game, but I realised the reason I couldn't access Holy Orders in the states screen is because I switched Spain to Protestant! It took me an embarrassing length of time to work this out.
Well, I switched Castille to Prot. Spain came later. I should have checked ideas and missions and stuff before I guess. It's my first game okay?! ;)
