why isnt riva tuner statistics server working anymore??

i have been using MSI afterburner/rivatuner for years. and it always worked with paradox games.

recently i noticed that the steam overlay isnt working anymore, if i have rivatuner enabled. so i put it in stealth mode, and then both, the rivatuner and the steam overlay were working correctly again.

but now it seems they changed something AGAIN. steam overlay works, but rivatuner doesnt. no matter if its in normal or stealth mode. it simply isnt working anymore.

i NEED this to cap my fps. i dont need 100000 fps in EU4 , everytime i pause the game the fans ramp up and my entire system warms up because the GPU is working so hard to process that many frames.

i wanna cap the game to 60fps, thats enough for this game.

and no, Vsync isnt an option since im using Gsync. plus im running the game in borderless windowed mode so Vsync wouldnt work anyway.

so.. any1 knows whats going on? is it just a problem on my end? cause rivatuner works fine for everything else. or does anyone of you know how to cap FPS in eu4?
