Can you form Hindustan as a non Hindu nation?

I'm playing as Bahmanis and they're Shia and my main goal is to conquer the Indian sub contitent and when I was looking at the decisions list I saw 'Form Hindustan' so I was just wondering if I can do that as a Shia country, I mean the name Hindustan kinda points to the fact it's a Hindu country but yet it gives me the option to form it so I assume I can but thought I'd ask anyway, so can I form them as a non Hindu country?
