In principle, I would not recommend this, because you're spending a lot of money on DLC that are purely cosmetic. That's a critique of buying the full collection in general, though. If you want the full collection anyway, the price being offered here seems competitive at a glance. But I'll again recommend you not buy the full collection if you haven't yet played the game.
Some people recommended that new payers get those DLCs anyway so maybe that's better?
Also it seems strange to me they would sell an out of date collection, I would think it's by license so if Paradox updates it, all sells sell an updated version, but I guess it doesn't work that way?
But if you can get base game with 75% off and AoW + RoM with 50% and not buy CS, then buying them separately could be cheaper.
I have never bought any Unit packs, these are purely visual and you need to zoom in to actually see the units.
I still recommend trying base game only first, with 75% off it is cheap enough to not worry about the cost. Once you have tried base game for few weeks, you will know if the game is worth your time and extra investments or not. None of the extra DLCs will transform the game into totally different experience, and if you find base game boring and annoying, no DLC will change that.
Base game goes down to 75%, DLCs are always 50% off.
Rabob - the base game is only $9.99 on Indiegala - best deal I can find anywhere - if you find better let us know...
Voidu and instant gaming seem legit for instance. But grey marketplaces like the pinguin and g 2-a I would avoid as much as possible since anyone can dump a key on there.
Or to test: type the name of the site to a friend. If Steam censors it, avoid it ;)
Surely it is up to you to know which store you spend your money in, but I would be somewhat careful if the simple search brings up this kind of reviews:
