Achievements with custom nations

I was under the impression, that custom nations can only unlock the specific custom nations achievements, yet i have unlocked the "change your government through government reform" with a custom nation. Did they change something in that regard?

There have always been certain "generic" achievements you can get with a custom nation. However, many of them are restricted to historical start nations.

The same is true for Random New World: One achievement requires it, some achievements require America.
For all other achievements there seem to be no rules: Some completely New-World-unrelated achievements allow RNW, some don't.

You have to check the gamefiles to see if you can get an achievement with a Custom Nation/Random New World or just start a game and check if it is listed in the available achievements list.

Yeah i have seen a list now on the wikipedia page. But i thought they maybe have changed it5 in one of those little patches recently.
