I also assume that this trick only works for places where it has already been colonized because starting new colonies in a colonial region just switches the provincial culture to your primary culture by default. So somewhere like Mexico, Colombia, or Peru are the ideal places to use for this trick.
However, you could always move your capital to any same-continent province.
Therefore you had to move your capital first to a province that is part of the American continent but not part of any colonial region (Greenland, Bermuda, Falklands, South Georgia, Easter Island, Hawaii, Midway) and from there to mainland America.
However, the "easiest" way to get Sleepless in Seattle is probably to start in AMerica and combine it with other Native American achievements. Coffe is a possible good in America so just colonize enough to get 10 coffee provinces and Salish (and survive the Europeans).
