The only way I can think of is to manually trigger an event which gives you an Explorer.

However, even console-triggered events have to fulfil conditions.
I'm not sure what you're saying here. Apart from cheating, the point of the console is to test things you implement (mods) without having to wait the event to meet the triggers to be able to test directly. And so far, each time I tested an event, I didn't need to fulfill the conditions.
