Why can Mongol empire into Rome

In general the end game tags of end game tags are the Roman Empire and the Holy Roman Empire both of which are exclusive meaning if you form one then you cannot form the other while playing with the same tag that formed one of them*. I assume you can form Rome with the Mongol Empire if you move your capital to the province of Rome, stayed Tengri and have the required provinces to do so. The decision only shows up if you own Rome for Christians so don’t know if you have to move the capital to Rome first if you’re Tengri Mongols.

*You can theoretically form Rome, release and play as someone in Europe and get your independence and then become the Holy Roman Emperor with the new tag, conquer tons of European Christian land, add it all to the empire giving you the needed Imperial Authority to pass reforms and then form the HRE. This would give you both Rome and HRE existing in the same game. A lot of work to be done doing it but would be fun at least for the screenshots you could take. (Frankly surprised that Florry hasn’t tried doing this yet in a stream)

I know forming Roman Empire as (united) Holy Roman Empire is impossible.

But can you pass the last HRE reform as Roman Empire?

AFAIK those are the only tags that can be formed by endgame tags - therefore, since both are endgame tags they can form each other as they arent listed as special exception (for example Pope not being able to form anything or HRE forming Roman Empire)

Bascially just an oversight.

Now I want to test if a XY -> Yuan -> Mongol Empire -> Roman Empire -> Holy Roman Empire game is doable, playing four End-game tags in a single game.

Also just for kicks start out as a Jurchen and form Manchu.

Before the end game tag stuff was introduced I did Ottomans -> Greece -> Byzantium (can’t remember if I had to form Georgia before I could form Greece). I just found it amusing and ironic to form Byzantium as an Osmanoglu. And I did this solely for the It’s All Greek To Me achievement because I just did not feel like working so hard to get that achievement so I could quickly move on to other achievements I had more interest in. Pretty much did the same sort of thing for This is Persia! when I failed as Tabarestan to do it despite having a really solid game (Mamluks breaking the alliance and Ottomans finishing Quantity Ideas happening simultaneously made it so it was virtually impossible to one on one them without the Mamluks’ help so I decided to cheese it instead starting as the Ottomans which you clearly cannot do anymore).

Manchu isnt allowed to form Yuan IIRC and if they didnt change it.

Maybe but who says you have to form Yuan as Manchu? Other tags to form in the world. ;)

Yes. Just did it.
Austria > England > Russia > Roman > Holy Roman
IMO Austria is easiest to form Roman Empire via PU over Spain/Naples, form England for PU of France, get Byzantium Vassal Early and smash Ottomans.... You could easily form Italy instead of Russia but I like the Orthodox Tsardom Government for end game.
