Base game is fully playable and even adding all the DLCs will not change much.
2 of the major features from DLCs were added to the base game for free in late 2018 (manual development and transfer occupation) so now you can actually enjoy base game without buying anything extra.
It does not mean every DLC is totally useless. Some of them are just designed for specific country/region (China, Russia, England) and do not add much to the rest of the world. If you really want to buy some generally useful DLC for most nations, I recommend Art of War, Rights of Man and El Dorado.

Going to have to disagree with you there, only greedy people give paradox a bad rep. Everybody else not in backwards Canada it seems, understands how money, goods, and services work.
There's a major difference between greed and being practical.
You might like the current system, but many dont. And I'll tell you what I tell everyone. Play the base game and if you like it wait until a sale. There is no reason a few buttons should cost 20 bucks. Choosing to buy or not to and giving your two cents is partaking in capitalism.
Shouting that the DLC is to expensive and that it needs to drop in price is greed. (Which is what I didn't do.)
If enough people disagree with the prices, they'll lower them.
But I'm not going to argue with you about this. There are a few who are genuine PDX fanboys (very few) and then there are those that are overly optimistic. I've just found that a healthy dose of pessemism and paranoia have saved my butt on several occasions.
Also Canada doesn't understand capitalism. They also drink tea instead of coffee.

Well that is all your subjective opinion actually.
The way i see it, Paradox provides a product/service, you either buy it, or you don't. While i will not say "if you don't like it play something else" for many reasons, i will say that you are not entitled to buy anything, and as such you are also not entitled to getting any such product or service for free.
You basically advised people to steal, based on their subjective opinion on what "fair prices" are, rather than not buying it, and waiting for the natural course of the market to force them to lower it, or not if it's a successful price range. I personally prefer more DLC over less in this case primarily because it isn't necessary for MP.
Requiring DLC for MP like Civilization 5 is a completely differant matter.
They look overwhelming, but actual content DLC basically falls into two categories - overhaul (or general changes) and regional changes. I would avoid DLC that falls under regional changes, at first. Some of these region specific DLC will have overarching features, but mostly impact a specific area.
Don't take this the wrong way, but you "not wanting to play this game without being able to enjoy it to its full extent" is 100% in your head. Understandable, it doesn't feel "complete".
I've owned the game for over 3 years, and just completed my content DLC set 6 months ago. You are free to feel the way you do about it, obviously. But the idea that not owning all the DLC makes the game "incomplete" or a lesser experience, is total nonsense.
There is actually a large population of people that play this game who refuse to play on newer versions of the game. People will frequently express that playing on an older patch (obviously with none of the DLC that came after that patch) is the best version of the game.
If you have patience, buy the DLC over a single year with multiple sales. There is also the possibility you get 50 hours into the game, and decide you don't really like it. If that is a possibility, being out $10 is a lot better than being out $100+.
I like how you focused on the pirating part. It was a joke.
As for the rest, well that's your subjective opinion. If you like the game and value a few buttons for 20 bucks then you have every right to do so. You are entitled to buy something or not to buy something. It isn't a priveledge, it's a right.

I'm also on mobile at the moment and editing takes forever, so I'll point this out without editing. You talking about the market influencing the game like I didn't state that before in an attempt to make my joke about Canadian piracy laws look like I'm encouraging thievery is really sad. I explicitly stated that if people don't like the prices it will lower. PDX never changes their prices due to age, though.
So again, thank you for your input but it feels more like your trying to white Knight for paradox than presenting a case. There is nothing wrong with liking their games, bit they're the opposite of infallible.
This is a pretty good post. The base game does not need DLC, (at least not anymore.) So if you don't find them worthwhile then don't buy them.

I don't think it is "white knighting" since people are unfair, usually want things for free, and until now i thought you were encouraging piracy.
And in case you didn't notice, it is impossible to tell if someone is joking or serious sometimes especially on the internet. i have seen alot of people try to actually justify piracy.
