you only need 10% of your development to have it present and for most small to mid size nations that only 1-2 provinces after which you can pay gold to embrace it fully. it wont come up as an option untill you have the required amount of gold saved so check on the institution screen often
I war so much i usually have a treasury even as a small nation of 500 - 1000 ducats after 20 or 30 years so money wasnt the problem. Its just the spread rate for some reason unless i start the institution never gets even close to 10% unless i conquer someone. In most cases it doesnt even start in my nation unless i force it in some way -.-
Just look at the instituonal window at one of your province, you will see what weill enhance the spread. Printing Press for example, gets a boni if your province is Protestant.
