Even then portugal and castile usually colonize faster and most of americas.
This buff would only benefit the human player.
You're thinking too much of Player vs ai.
Not one bit considering AI vs AI and player vs player.
Also, I guess making Colonizers try to get more land through Colonial wars makes sense. Seems like it should come with extra challenges and incentives so the AI actually participates.
Ducats are hardly an issue to gain.
There are better things devs could be working on.
If they already dominate it, with more goods it won't affect anything.
AI is immune to native uprising during colonization. Natives are never a threat to the ai.
Player can choose no uprising policy+buffs or stick few men around since natives are poo and are dealt with just 1k infranty.
Colonies are just an alternative to earn money for some countries. The last thing we need is to give portugal/castile more coin early on. They already got plenty of buffs.
