Co-belligerent sometimes works in mysterious ways ;) (well it doesn't but there are just so many different cases)
The AI actually has to CtA every of their allies seperatly and sometimes takes considerable amount of time to do so. This is why i think in OPs case the emporer should be called in but probably wouldn't.
It is actually the same. But let's have OP try and tell.
I had troops on the borders of every ally of the emperor but days after DoW they weren't called in so i moved my troops just to notice that they got called in 2-5 month late.
A normal defensive CtA will be accepted in 1 day, a call to arms declared on a coalition is instant for all coalition members. There are quite a few quirks in the CtA system...
OPs question is if Austria will get a "defend the empire/FC" CtA if hamburg is a co-beliigerent.
And io suspect they won't because it needs to be programmed in and pdx probably overlooked this.
But I stil dont know if they got the Call to Arms ... maybe the co-belligerence never triggered the CtA, or maybe it did trigger but the Emperor declined since I'm also their ally. Should there have been an alert-message informing me that the emperor ignored the CtA if such occurred? Question still unresolved lol...
