Cant colonize south africa?

I was playing a Great Britain game and released that i couldnt colonize south africa. Has it always been like this because i thought i remembered being able to form the Cape Colony or something.

and by colonize i mean create a colonial nation

By "Can't colonize" you mean "Can't send colonist"? Maybe you have to wait a bit for your range to expand... Or do the colonies remain your and do not form a colonial nation?

the only places you can get colonial nations is australia, north america, central america/caribbean and south america. Everything else (philiphines, africa, indonesia, siberia) stays under your direct control. I believe there is a map mode that shows where exactly the colonial nation regions cover.
