State maintenance

I noticed that some of my expenses are caused by state maintenance..Can someone explain me what exactly is this , and how It can be reduced?

I would say don't worry that much about state mainenance if you are playing a big country. as times goes most of your expense will be for forts, armies, navies, and advisors. I rarely use courthouses as they are a waste of a building slot unless your provinces are super developed.
