But as far I understand to get a dynasty on your throne the ruler of the country must die without heir, then you get the PU.
And about the noble... I think England got an event where you can choose to get a noble or just keep being without heir( not sure if AI can get such events like players do).
Double check your development vs that of other nations with royal marraiges.
As for prestige, I think you just need to have higher prestige than England does, not necessarily the other claimants.
If you're towards the start of the game (ie. the War of the Roses hasn't fired), the English Lancaster king dying without an heir triggers the disaster and they get a new heir of Lancaster or York dynasty (sometimes followed by a Tudor) rather than any outsider. Something to keep in mind.
I actually think, that with the new consort system you have to get the consort married with England. So if you meet all the requirements of more Developement and higher prestige when marrying, they must have a ruler without a consort and your marriage must lead them to have a consort of your dynasty.
