Can i get empire rank if i am in the HRE?
i know as electors or emperor u can change into kingdom, but empire? is it possible?

its possible if youre the emperor or are on the edge of the empire. the Gov rank is based on the amount of development you have and any normal HRE state cant reach it. it is also possible if you change into a country that has an empire rank.

members of the HRE cannot reach empire level. However, a country like Burgundy (Spain after succession) ,Denmark/Sweden, or Commonwealth can reach empire rank. These countries may have territory that is part of the HRE but they are not members. If you are playing a country that is part of the HRE you can leave the HRE to get the higher rank. I believe a few countries can reach Kingdom rank as part of the HRE. Historically I believe Bohemia was the only Kingdom that was part of the HRE early on. Prussia/Brandenburg later was given/took the kingdom rank in the 1700s.

Like chazla20 said, members can't reach empire level. They are stuck with Duchy rank and Electors can be upgraded to kingdom rank. In my current game of Lithuania. I was able to become Emperor of HRE with my Empire rank still attached as a non HRE member.

Correct, only Bohemia was considered a Kingdom inside the HRE due to old traditions, everyone else where dukes, counts, city states and bishoprics.

Due to the old traditions mentioned earlier Frederick was unable to gain the title of King of Prussia as he was already prince-elector of Brandenburg and instead took on the title King in Prussia as to say he was a prince inside the HRE but a King outside of it. This angered the emperor but ultimately it was a compromise they could both live with.

As such Prussia was never a kingdom inside the HRE only outside of it.

i knew that i can earn kingdom rank if i am elector or emperor, but was sceptical about empire rank
looks like its not worth it to join then for me, especially that i start with kingdom rank and i have to downgrade a lot
as for getting emperor title without being member is no option for me since Austria is my best ally every game :)

I befriended all the electors when I noticed everyone was voting for someone else. After reaching max relationship I had 3 voted for me which was enough to win the title. So you can always rely on that to get it without fighting it :)

But if you already an HRE member, you can try to get empire rank by uniting HRE as Emperor
