Is there any way to remove the "historical rival" modifier?

I got a pretty good France game going, almost have all of North Africa and Egypt, and I got a PU over Austria. I've been getting Austria hanging around 51% liberty desire, because apparently the historical rival modifier adds 50% liberty desire. Is there any way to take care of this? I'm already supporting loyalists and have all the 60k I can fielf fielded, but they still are getting 51-61% : /

I believe tag-switching to another nation will remove the modifier if you have the means to do that.
