Random nations setup is not randomzing country locations

I was watching the current Dev Clash and saw how the countries were randomly placed and I wanted to try a game like that.

So I setup my own custom nation and then in the Custom Setup menu I have:

Custom Nations Difficulty - Normal
Province Tax and Manpower - Random
Nations - Random Setup
Allow adding nations to a save game - no
Random Nations - Dynamic

Yet when I start a game the nations are all set in their usual cultural locations, (although the country names are different). So for instance, in the Iberian Pennisula there will be Leon, Sevilla, Catalonia, etc. when what I expect is that Leon may start in North America, for instance.

How do I get the random countries to be randomly placed?

EDIT: I have disabled all mods and get the same results.

Set Random nations to historical instead of dynamic.
I think that's the problem atleast.
