How do I download the DLC I bought?

I bought the art of war and common sense dlcs but I can not download them. I went to my email and it said that I had bought them them, but when I went to play EU4 the game wouldn't show the dlc. I went to steam and I clicked on the DLC screen and it said "On Cart". I don't know what is happening but I don't want to buy these things again if it is possible. Does anybody know how to fix this?

exit steam completely and relog-in would be my first answer.

DLC downlaod automtically, the DLc section on steam shows under the acheivments section, with date installed or not installed listed.

in game the dlcs show as icons around the left side of teh nation select screen

Right click on Europa in your library and hit properties. From there click the DLC tab and you can install/uninstall your DLC.

Also sometimes purchased DLC don't start downloading automatically. You have to go into your "Downloads" window (Library -> Downloads) and start the download yourself.
