Military Drill

As a custom nation, I attacked Mecklenburg. Engaging their 17 stack with my 21 stack, they beat me. I was up a military tech, but had a severe morale disadvantage. Mecklenburgs 17k stack had a 15% morale modifier for "Military Drill". I have never seen this modifier before, does anyone know what it is?

its with the new update or DLC or whatever. you can drill your troops in peacetime and give them some bonus modifiers to their combat stats, it dissapears as armies replenish though.
