Production since you'll increase how much your goldmines make you and diplo points are arguably the least valuable monarch point
And generally speaking only develop in centers of trade or your capital state since it doesn't cost you extra.
Personally I also develop in provinces with good trade goods or good nodes that I can then use manufactories and production effiency buildings to go nuts with income.

The chance of it depleting goes up a tiny amount with each development but even DDRJake who works with PDX and is a community dude that does nuts challenge runs has never seen it so.
And yeah only capital or centers of trade or good trade goods like silk or spices or iron or copper
Capital state because the maintenance doesn't go up for paying for states and it's slightly cheaper in your actual capital
Centers of trade because it's cheaper to develop there
Good trade good provinces because you can then build a manufactory there and make nuts amounts of money
Im get some money, im not losing money. But I wish I could get more.
But developing Tirol isnt worth it? Because its a mountain? Never noticed that this influences something. lol.
What about the goldmine in Serbia? Is this one worth it to develop?
And iron or copper provinces are worth it, to develop, right?
There's probably a sweet spot to shoot for where you maximize profits with little risk, but I have no clue.
Mountain provinces cost more MP to develop, iirc they are the most expensive. Relying on gold income also requires you to take idea groups which reduce inflation, otherwise you're actually losing more than you're gaining. As for Kosovo, I'm pretty sure that's also a mountain province. It's also a different religion and culture meaning you won't get much out of it without a good deal of time and effort.
But I guess as Austria I have enough admin power^^
