how to manualy install mods

Create a folder named "mod" inside "My Documents/Paradox Interactive/Europa Universalis IV"
Put the .rar file you've downloaded there, but don't extract it.
Open the .rar file by double-clicking; there should be a file named "descriptor.mod" inside, just click and drag it out and put that into the mod folder as well. Rename the "descriptor.mod" file to whatever the .rar file's name is. If you did everything correctly, the mod should appear in the game's launcher in the "mods" tab. You activate it by checking the box and you are done.

For example, let's say you've downloaded Extended Timeline mod.
You put the "extendedtimeline.rar" inside the mod folder you've created. Drag out the "descriptor.mod" file and rename it to "extendedtimeline.mod". Activate the mod in the launcher and you are ready to play.

How did you come to that conclusion?

yep so i did all this and launched the game with mod but it never takes effect

I have the cracked version of hearts of iron 4 with all dlc
I did all the instructions to install my mods like that

And that proves what exactly? I have to install mods manually because whenever I download mods for Paradox games from workshop, files get stuck in "SteamApps/workshop/content" and they aren't automatically installed in the correct folder. Nothing shows up in the launcher unless I do a manual installation.

Anyway, you can easily check my profile for proof. I have EU4 with +1300 hours played.
