Report a translation problem
Put the .rar file you've downloaded there, but don't extract it.
Open the .rar file by double-clicking; there should be a file named "descriptor.mod" inside, just click and drag it out and put that into the mod folder as well. Rename the "descriptor.mod" file to whatever the .rar file's name is. If you did everything correctly, the mod should appear in the game's launcher in the "mods" tab. You activate it by checking the box and you are done.
For example, let's say you've downloaded Extended Timeline mod.
You put the "extendedtimeline.rar" inside the mod folder you've created. Drag out the "descriptor.mod" file and rename it to "extendedtimeline.mod". Activate the mod in the launcher and you are ready to play.
Anyway, you can easily check my profile for proof. I have EU4 with +1300 hours played.
