Ottomans are allowed to form Arabia, the restriction blocking them is that they have primary culture Turkish, which is why the other turkish nations are also blocked. If you havent taken the Constantinople decision, which among other things makes you an empire, then you can directly switch culture to another levantine culture, such as syrian. Forming a cultural union as empire rank is what is blocking you changing primary culture within that union.

I tried many times with Mamluks, but always got defeated by Ottomans.
Tried with Ottomans, culture shifted to Syrian culture, the rest after that is easy. With that game I got both Arabian coffee and Unify Islam, which are a bit more difficult to obtain with other nations.
Ottomans gives another advantage, it has 33% extra manpower modifier, which will make you capable of forming massive armies quite easily without crossing the land force limit ...

I did it as the Mumluks and it wasnt that hard. You start off almost equal strength (also eat some on the anatonlian minors), but ally the PLC to give yourself an easier time
