Can't make Siberian Frontiers?

Hey! I have a custom nation with Siberian frontiers as my tradition. It gave me a colonist though, I can't find a siberian frontiers button. Is it only with 3rd Rome?

Yes, you need the DLC to make the Siberian Frontier idea work properly.

Are you Russia with Siberian frontier idea unlocked? Click on the uncolonized Siberian province that is connected to your Capital through land. There should be circular icon on the top right of province popup. You also need 20 Diplo Points:

It's one of the diplomatic idea options in the nation designer (it's possible that it doesn't show up in the list without 3rd Rome though).
