Report a translation problem
1. You cannot decide when or even if to declare religious war.
2. You cannot enforce religious unity unless you are war leader. You have to hope for a big fat victory and not a close call so the AI leader can enforce what you want.
It used to be that if the Protestant leader got into a separate war, that nation ceased being the leader. Then, the strongest Protestant nation currently at peace took over leadership. Don't know if this is still true in the latest patch.
When I did this one (long ago, though), I simply stayed at peace for a decade or so and eventually became leader. It made the achievment far easier to actually accomplish.
You want Austria as catholic leader so the Ottos and France will join the Protestant League.
If you could flip the Ottos, you would have a great chance. But if you are already rivaled, then you have a problem.
France > Spain
Ottomans > Poland
Russia = Sweden
Austria > Bohemia (usually)
You have to crush the opposing league to get the religious enforcement option, and I cannot see doing that here. Possibly if you were the leader, there would be a slight chance. But Bohemia will peace out long before the war score builds high enough.
In fact, I think the AI will simply not ever declare war and the Peace of Westphalia will trigger.
I actually recall not getting it on my first try for many of the same reasons as your game. So I learned on the restart and got France and Ottomans happy with me. I breezed though it after that.
All the code says is that you must have the proper flag.
1. It does not say you have to be leader, but it could be embedded deeper in the flag code.
2. I do know that you need to enforce religious unity, not merely win the war.
