cant do it directly
If you want to play as christian Ottomans, it is super easy to convert to Coptic and this can be done very early in the run. This also has the added advantage in that the Deus Vult CB allows you to attack any European nation easily.
You can convert to Orthodox even easier, but Coptic is a better religion because the 5 religious bonuses all stack.
However, you do need the Cossacks DLC to do this conversion really fast since it uses the Dhimmi estate to get guaranteed religious revolts.
1. Culture shift to Greek or Pontic.
2, Be Orthodox.
3. Not be the Ottomans or the HRE or the RE.
According to the Wiki which says current through 1.18.
Obviously, this is pretty tough since you have to switch twice. Even Greece cannot be formed by the Ottomans. Pontic is a terrible choice since Trezibond apparently cannot be reformed once annexed.
It looks to me like the easiest route is to:
1. Annex Byzantium
2. Annex Wallachia.
3. Promote Romanian culture to accepted status.
4. Convert to Orthodox using the existing Dhimmi controlled provinces.
5. Culture shift Turkish provinces to Romanian.
6. Form Romania.
7. Culture shift Romanian/Turkish provinces to Greek.
8. Form Byzantium.
Of course, you can always cheese it by annexing Byzantium, then releasing and using the play as button.
A couple more thoughts:
1. Do not accept the Constantinople decision as that converts the culture. You want that province to stay Greek.
2. You can award and then retract Orthodox provinces to the Dhimmi estate. When the estate is disloyal, it spawns a religious rebel army.
3. Hide your army and let the rebels swarm.
4. Don't give in to the rebels until it auto accepts at 100%. They will convert much of your Sunni land for you.
This is a really good idea, and I actually never thought of doing that!
Does the converting back to states later cost the admin points again, or do you pay this cost only once?
Yes, unfortunately it does cost admin points to recore land you remake into states. But if you still have the Ottomans' national ideas then thats not really an issue. Anyway its all worth it in the end. Tag switching is a big deal if you want to form some nations with specific ones and sometimes it takes a few tag switches. Ming to Yuan for example takes quite a few because you can't do it directly and while recoring all of China is a little big of a pain in the ass it's really not that bad because you have Yuan's national idea that makes coring cheaper and I would assume you would already have the coring cost reduction idea of admin ideas by then. I had a raelly good WC attempt as Yuan but I got so bored by the time I had much of Europe conquered and had to be on permanent 200% overextension. It got frustrating to have to deal with all the rebels on top of the last people I had to attack.
