Unless you really must have all of the spawns in your country for the fun of it, all these institutions spread fast enough as long you got requirements, even when they spawned elsewhere. Only Renaissance pretty much spreads to neighbouring provinces.
In my Hindustan game I spawned Global Trade, Manufactories and Enlightenment. That was 100% of everything I could of spawned, since Renaissance starts in Italy, Printing Press starts in Germany (or Protestand or Reformed) and I did not have Quest of the New World for the Colonialism.
I don't think you understand what I'm saying. Global Trade spawned as soon as I stopped protecting trade, and thus was no longer dominant in Sevilla, in Spain. Also Colonialism does not usually wait 6 years to spawn, until someone other than me qualifies. This is pretty clearly a strange isolated bug, and not just bad luck.
What you are suggesting, I think, that there is somewhere in the code conditional check to make sure player does not get institution spawn. Developers very rarely bother with such nonsense.
It might have to do with a faulty RNG they use. For modding I noticed issues with it at least that it often picks the same provinces for province events. Like if you have 100 provinces and spawn it 10 times, it might happen 8 times in just 3 provinces or something. I think they use the ingame date as RNG 'clock'.
Otherwise it's just rolling for you each month with a slight bonus each year past it's spawn date that it hasn't spawned yet.
That's why wide spread ones like Renesciance will fire almost immediately since there's a ton of people rolling monthly.
