Egypt or Arabia

I can form either one right now, for the first time ever, so I wanted to ask which one is generally better?

It looks like if you really want to, you could form egypt and then switch to arabia later, but not the other way around. I would personally go with this as you get prestige for forming each, and you get 20 years of lowering autonomy.

I have never formed any of these nations, but you should check the EU wiki page which nation has better ideas. It is also important if you are going for any achievments.

Neither of those two countries has its own set of ideas, they keep whatever the country you use to form them has. Arabia is better because it's an Empire and gives a bunch of permanent claims.

I'd say you form Egypt now and when the "Increased Centralization" effect runs out, you reform again to Arabia.

Arabia, as its an empire, therefore a "Cultural Union" of levantine cultures, which eleminates the "Wrong Culture" penalty from owning all those different culture areas.

I would choose Arabia, I see no reason to pick egypt instead, since I recall egypt requires adm tech 20 and arabia 10, so I would make arabia since it is generally much cooler and since the egyptains really didn't do much so they don't have that ancient influence factor that forming rome, Greece, Byzantium, perisa, germany, or arabia would have, and also I know a cultural union can help alot, and should be obtained ASAP as any nation.

I had 22 admin tech so went with Egypt first as I pick apart Persia. Once the unrest is over I'll pick Arabia for the remainder of my campaign.
