Milan or Italy?

So I'm about to form Italy as Milan and then I get to decide whether I keep my milanese ideas or change to Italian ideas

Also I took humanist, offensive, trade, quality idea groups and have finished them completely

Innovative with quality combo and Italian ideas is extremely strong. You get 45% extra power for your infantry. Only Prussia/Sweden can have higher infantry combat ability than that. I do think that Italian ideas in your case are better than milanese because of the manpower modifier and lower core-creation cost.

The italian ideas are very good overall you cant go wrong with picking them. Much better than milanese, the ideas are built around being where italy is.
