Mod idea. Hunger Games

Hi folks!
After watching The Hunger Games i played some EU4 extended timeline mod and when i was playing the USSR i started listening to National Anthem of Panem from this Trilogy and movies.

Thought... why not create mod for EU4?
Im not a modder... but i can along with other people's develop new ideas for the world, with setting etc.

What im about?

You see.. in books we only know the country Panem. It's a fictional country based on books from the title that was created after some apocalyptic events in world, but this one is in north America. (Canada and USA)

The Panem is created by the Capital city called Capitol, and 13 districts.
(1 producing Luxury goods, 3 technology, others are coal lumber etc.)

That is possible to create. One country with many provicnes, or One strong country with many vassals?
But problem is.. how to shape the world. By seeing this:

We can assume that the world was flooded. So we might create whole new world with coastlines flooded along with other changes. (such as other islands that might be created by vulcanos, maybe japan changed to Archipelago of many islands?)

We can add new political systems etc. etc.

But we also need ideas for new world.. in books we've got only Panem. That's all we know. We know nothing about Europe, Africa, Asia.. and that's a place when our imagination with Your suggestions are created.

It's not a project, it's only an idea. Anyone who's interested in that?
Also give me feedback if anyone would like to play this.
Mod might be popular since the books and movies were popular as hell.
