how do i make a claim stronger

Um... you'll have to elaborate, I've never heard of making claims stronger in EUIV. Are you thinking of cores, or permanent claims, or something else?

You can't, you can only renew when the old one expires in the current game version (or you get a overlapping mission casus belli), bluntly put.

Edit: Oh for legitimacy there is a option in the RoM expansion pack to "Strengthen Government" in order to raise legitimacy of the current heir.

I think he's referring to the strength of his heir's claim. Having an heir with a weak claim to the throne inherit really messes up your legitimacy.

In the goverment tab, while the RoM (Rights of Man) game expansion is active for a cost of military points.

There are a few events that increase/decrease the claim strength of the heir but they are rare. The only thing you can really do with a weak claim heir is getting some modifiers going/save up mill points for buying legitimacy.

i still cant buy legitimacy i can get a modifier but i would need to unlock the pay wall to buy it

You can buy legitimacy in many ways besides the paywall locked way. The DLC way of buying legitimacy is quite inefficient. Military points should be used for different objectives. You can use papal influence to buy yearly legitimacy gain, same for Protestants with their church power (Common Sense only sry). You don't need any DLC to improve legitimacy gain when playing most nations.

Royal marriages, high prestige and the Chinaware trading bonus also help increasing your legitimacy.

it is all i can do without the dlc acording to you is slowly increase it that dosent help when its needed quickly
