Best computer to run Paradox Games?

Hey guys, I'm not really intending on building my own computer, cause, I really don't want to.

But, in general, under $700 dollars, what's the best computer I could buy to run Paradox Games smoothly. Mainly HOI4 and EU4

EU4 is fine, but HOI4 is literally unplayable after two years.
If I start in 1936, I can go up to 1938 before I just lag like hell.
If I start in 1939, I can go up to 1941 before I just lag like hell.

What's a computer that I could play through an entire campaign without lagging like hell?

Preferably being able to start 1936, and then finish the war in 1945.

put ur money into cpu
since its a strategy game u need strong cpu (intel), for videocard buy one of the best 100-150 dollar card u can find (or u use some stronger integrated, hd 6000 series and above tech)
4-8 gb DDR4- depends how much money left
