There are muslim theocracies in the game though, called Mzab and Ajuuraan...
@OP: As far as I know there's no way to change your theocracy to something else.
The only way I'm aware of to switch out of a non-Christian theocratic government is to get the "aspiration for liberty" or "revolution" disasters and let the revolutionary rebels win. Really though, theocracies haven't been that bad since Devotion was added to the game (the only government-specific resource which can be boosted directly by an idea group) and non-Christian theocracies have the advantage of not needing to worry about the reformation.
And yeah, the ideas shown for Andalusia are those of Granada tag. There is no new tradition or ambitions event. Again though, berber ideas are actually pretty good and the raiding feature can save you from financial despair sometimes.
Get a colony in Taiwan or thereabouts and raid for tons of ducats!
