Production efficiency is literally just a bonus on your production tax income (the amount of local income generated from goods produced). (if you would collect 100 ducats in total production income, and you have +25% production efficiency, you'll get 125 ducats instead. That's all it does).
It affects literally nothing else. It does the exact same thing as national tax efficiency or trade efficiency does.
The only thing that affects a colonists is Global Settlers, Settler chance, and envoy speed.

Goods Produced is one of the strongest modifiers in the game, especially %-based goods produced modifiers. Raw Goods Produced bonuses are good but they tend to be in smaller amounts (typically topping out at +1 goods produced per year) where as % goods produced can easily be 2-3 additional goods produced per year depending on the province.
Good produced modifiers that affect your whole nation are massively powerful economic modifiers.
Where as production is ok...but it's also capped at 200% total efficiency, just like Tax and Trade efficiency is. Which is surprisingly easy to hit late game.
Goods produced never caps and will stack as much of it as you can find. And goods produced not only boosts your production but also your trade income, letting you double dip the bonus if you also have a large share of your trade nodes.
Unless it has been removed in latest patch.
