Also, as an added bonus, being a horde makes Ming MASSIVELY easier to kill because they get a disaster if they have a large manchu tribe on their border who isn't a tributary.
Hordes have to constantly be at war in order to maintain unity. If the razing mechanics did not exist then they would have no chance as they would constantly run dry of admin points and unless they had god leaders, which lets face it isn't going to happen with all those succession crisis'.
Being unable to take extra land because you can't core it or being forced to sit on uncored land, waiting for seperatists to pop up from overextention all the time watching as you fall even further behind in admin tech and knowing that you'll just have to tank it becuase the horde demands another war soon.
It's not that wasteful, it's the most efficent way to stay at war as they are required to do. I've recently gotten into the hordes and am entertained by the constant tetering on the edge feeling you get when your playing one.
This also means you can conquer more than 100% in overextension, because after razing the land the overextension will go down because the development of the provences goes down.
And thanks to getting all those mp points, one could (at least before the new tech changes, haven't played with a Horde yet in those) actually have better tech than the west, because you just pay the penalty costs and don't really care because you have more mp than is good for you.
I recommend taking economic ideas as your first idea group, it's pretty much a must for steppe nomads because it makes you have cheaper troops makes loans less painful and you get a boost to your taxes. And lastly I would recommend eventually moving your capital to the European continent and don't reform your government until you do so. Having your capital in Europe allows you to be able to become a revolutionary republic once it's 1750 or later. And believe me that government type is 100x greater than any government type you reform to via the decision button you get once you have a ton of admin points stored up, +3 stab and economic/administrative/innovative ideas finished. I did this as the Golden Horde a while back and becoming the Revolutionary Golden Horde was one of the most satisfying times I've had in this game and certainly was the most overpowered I've ever felt in this game that even more so than playing a normal Ottoman or France game.
Diplo free land from being steppe nomad and then becoming a massively overpowered republic after setting myself up to that point as a massive empire made the game a piece of cake to stomp on everybody I fought.
