Germany or HRE?

I need an advice guys

My intention was Brandenburg > Prussia and then Germany until the Religious war. againts all odd while i just relax and not joining the war, the protestant won (rarely seen this b4 without my involvement) and now i was elected as the emperor of HRE :/

Is it better for me to form germany since i just need munchen and koln or become the HRE in terms of Military/Economy ideas?

Why not both? One save for forming Germany, and another save for HRE. You will have two different experience.
But I think Germany would be better as you mentioned two provinces left to form Germany and IA accumulation may be slower

Germany is easier, take what you need, done.

HRE is way stronger with the swarn of vassals and bigger and more developped fully integrated (AI do it for you), but involves far more time and involvment to get there (around a century, if you inherited a mess of a HRE)
