Denmark to russia
So I'm in the middle of integrating Muscovy since I got a pu over them as Denmark was wondering if I would be able to form Russia once I'm done integrating Muscovy

I integrated them as Germany and was not able to.

Sure, you can. You just need to culture shift to a Russian culture.

What do you mean. Here I have two screen shots. the second is my accepted cultures, and you will see Muscovite is an accepted culture. the first one shows the only provinces it allows me to convert into Muscovite. So I'm not sure how I wudl do what you are saying?

Danish ideas are better. Why do you want to become Russia? Russia is stronger becuase they have an easily defendable place, a larger force limit, and I think they have 3 provinces that are better delvoped than your capital. If you PU them, you have all those advantages and Danish ideas.

The wiki talks about culture shifts here, but I still don't see how I would do it.

Make 50% of your develop in STATES come from a single culture and you'll be able to culture shift. Culture shifting to Muscovite, Novgorodian or Ryazanian will enable the Form Russia decision. It's that simple.

First, In some cases gaining 50% dev in Muscovite may be thousands and thousands of monarch points, which is literally not doable. If you start as LO or somethnig maybe this is doable, but when you gain a PU over Muscovy from some other more developed place in Europe it is not practical.

Second, can you show a screen shot on where you switch yoru *primary culture*?

Culture shifting should be used as Bohemia to form Prussia > Germany for example.

Denmark > Russia would be possible if you change cultures in adjacent provinces all over to Scandinavia.

Would take foreeeeeever tho

It MIGHT be possible with not so much diplo points if you havent integrated Sweden + Norway yet

You would have to border the provinces tho, dont now if culture changing is possible over sea

Why would you change culture in provinces to culture shift?
